"Corona: The Role of Bureaucracy, Legislature and Duty of Human Society": Book Release

The literary community in New Delhi recently witnessed the launch of a book authored by Dr. Nishant Kumar, titled -"Corona: The Role of Bureaucracy, Legislature and Duty of Human Society". Published by World Lab Publications, this literature claims to be based entirely on practical knowledge and facts. It was released by the Indian Institute of Public Administration, and formally launched by the director cum former Lok Sabha Secretary General and senior IAS SN Tripathi and the institute's registrar Amitabh Ranjan. The book has been acknowledged and well received by various eminent personalities including the Director General, Central Election Commission, the Joint Secretary NITI Aayog and the Advisor to Ministry of Human Resource Development, Government of India.

The contents of the book describes the challenges, troubles and damages arising out of Corona and other kinds of epidemics in their various dimensions. It also conducts a critical study of the preventive and corrective measures. The book discusses in great detail - the role of executive, legislature and common civil-cum-social institutions, during the corona pandemic. It gives a critical overview of the circumstances that caused the corona epidemic, and enumerates the measures that have been taken for any future challenges arising out of this devastating situation. The book discusses every aspect of the subject matter under study, very comprehensively and in great length.

In the ten chapters that comprise this volume, a well-researched critical study about the origin and causes of corona virus is done.  As the contents further unravel to the readers, emphasis is laid on the need for balance in nature. The environmental factor spans the bulk of the discussion especially in the Indian context. The book successfully establishes the direct connection between the upsetting of nature's balance and the consequent break-out of an pandemic/epidemic. It reveals how there is a need for better and enhanced environmental conservation, and how bureaucrats, administration or civil societies need to face the facts straight and then step up to action.  Much comparative study has been undertaken highlighting the roles of legislature, executive and common citizen in conservation of nature. The book also proposes some highly effective measures in order to achieve the required balance. 

In the context of the recent corona pandemic, the role of legislature or governments is meticulously discussed. There is a detailed study of all the possible corrective measures in different areas, that must be promulgated in the near future for the betterment and safety of our people. For example, the health services can be made even better and cheaper; there is huge potential for employment generation; we can bank on pure air, pure food items, and pollution free life, and also strengthen the public service etc. 

The book assays a critical study of the role of bureaucracy and administrative people during this pandemic era, and emphasizes the importance of meaningful involvement in a post-covid society.  The role of bureaucrats and administration is explored for providing basic service to the public. The book also discusses how administration people can be more disciplined and steadfast on the path of duty, especially the local administration whose role in corona or other epidemics directly bears upon the local public. The discussion of other aspects like better public service and medical system etc. is described in the national as well as international contexts.

The role of common citizens and civil society during the Corona period is brought to light. It shows the way how a person's immune system could be made stronger, how to live a healthy lifestyle, how to think and discuss the individual roles in the society, nature and environment.

The book also includes a compendium of reviews and measures regarding the many deaths and loss of livelihood during the Corona period. It offers a future course of action.

Also discussed, is the role of medicines in the times of pandemic. In the backdrop of the global economic downturn, the lockdown and its challenges, especially keeping in view the methods for strengthening the economic system of our country, the facts and practicality of certain prevalent measures are critically discussed.  

Crucial topics like water conservation, population control, relevant & worthwhile measures are examined. Comparative study of India is done in relation to those countries which are now corona free or shall soon be getting rid of the corona virus.

The book concludes with the interviews and thoughts of some socially responsible people belonging to the administrative field who had undertook humanitarian services during these specially tough and testing times. 

The book is an unprecedented attempt at addressing citizens’ issues in unique ways. It shall prove to be greatly beneficial not only to researchers and the intellectuals in India, but also in other countries of the world.
