Logistics Sector Cornerstone to Propel India to USD 35 Trillion Economy by 2047: Goyal

New Delhi, Dec 16, 2023: Union Minister of Commerce & Industry Piyush Goyal released the "Logistics Ease Across Different State (LEADS) 2023" report in New Delhi on December 16, 2023.

The report provides insights and guidance for states and union territories (UTs) to revolutionize the logistics sector and contribute to the vision of a developed India.

Sumita Dawra, Special Secretary (Logistics), DPIIT, Sajiv Puri, President-Designate of Confederation of Indian Industry (CII) & MD ITC, and Mihir Shah, Partner, Ernst & Young were also present during this.

Speaking on the occasion, Piyush Goyal said that LEADS is giving insights to States and UTs for further revolutionary reform in logistics sector, taking us towards our vision of Viksit Bharat. The report serves as a guide for stakeholders in the Logistics Sector by providing strategic insights, he added.

He hoped that it will play a pivotal role in instilling healthy competition among States/UTs to enhance logistics performance.

It also underscores notable initiatives like planning infrastructure on PM GatiShakti, ‘industry’ status for logistics, multimodal connectivity, digital initiatives in logistics, City Logistics Plans, Multimodal Logistics Parks, etc, he said, adding that States/UTs need to emphasise skill development, capacity building, and the formalization of logistics policies, implementation of monitoring frameworks, and the promotion of green logistics.

He said that Logistics sector will be a cornerstone in our endeavour to take India to a 10 fold growth from a USD 3.5 trillion to USD 35 trillion by 2047.

Rajesh Kumar Singh, Secretary of DPIIT, emphasized the role of digitization in reducing logistics costs. He mentioned the significant interventions and reforms in the logistics sector over the past nine years, including improvements in ease of doing business, compliance burden reduction, and cost of regulation reduction.

The launch event was attended by senior officials from the central and state/UT governments, as well as industry representatives. The LEADS report is based on a pan-India primary survey conducted between May and July 2023, with over 7,300 responses from 36 states/UTs.

It also includes over 750 stakeholder consultations facilitated by national, regional, and state associations.

The LEADS 2023 report provides performance highlights for different groups of states/UTs, including coastal, landlocked, North-East, and union territories. It categorizes states/UTs as achievers, fast movers, or aspirers based on their logistics performance.

Sumita Dawra, Special Secretary (Logistics) of DPIIT, highlighted the collaborative and consultative approach in developing the LEADS report. She mentioned that 23 states/UTs have aligned their logistics policies with the national policy, and 16 states/UTs have granted industry status to logistics.

Digital reforms such as PM GatiShakti, Logistics Data Bank, Unified Logistics Interface Platform (ULIP), and GST have contributed to India's improved ranking at the global level.

The launch event also featured sessions on leveraging data and technologies for easing logistics and promoting green and sustainable logistics.

The LEADS 2023 report aims to provide a holistic framework for evaluating logistics performance by integrating objective and perception-based data.

It considers a wide range of state initiatives, including the adoption of PM GatiShakti National Master Plan, alignment of state logistics policies with the national policy, and the development of city logistics plans.
