Terrorism Top Global Threat: Sushma Swaraj At RIC Summit in China

New Delhi, Feb 28, 2019: A day after India launched its second surgical strike on Pakistan soil in response to the February 14 terror attack in Pulwama, Jammu and Kashmir, External Affairs Minister Sushma Swaraj used the platform of the 16th Russia-India-China (RIC) Foreign Ministers meeting at Wuzhen, China, to reiterate New Delhi’s oft-repeated stance that terrorism remains the top threat globally.

Delivering her opening remarks at the summit-level meeting, Swaraj said, “Terrorism tops the list of the existential threats that the world faces today. You are aware of the recent heinous terrorist attack on our security forces in Pulwama, Jammu and Kashmir.”

Swaraj named the Pakistan-based and supported terrorist organization Jaish-e-Mohammed as the perpetrator of the dastardly act, and questioned the international community for not raising its objections to the higher pitch and taking appropriate counter-action against proscribed groups like the JeM and the LeT.

She said that the “loss of more than 40 personnel from our Central Reserve Police Force” and injuries to several others “are a grim reminder for the need for all the countries to show zero tolerance to terrorism and take decisive action against it.”

Swaraj said that Pakistan’s continued denial of the attack and rejection of the calls by the international community to act against the Jaish-e-Mohammad and other terror groups based in Pakistan had prompted India to inform and take decisive pre-emptive action against the latter.

“The target was selected in order to avoid civilian causalities. This was not a military operation. No military installations were targeted. The limited objective of the pre-emptive strike was to act decisively against the terrorist infrastructure of JeM in order to pre-empt another terror attack in India,” the Indian foreign minister said.

India, she said, does not wish to see further escalation of the situation, and will continue to act with responsibility and restraint.

Recalling the last meeting of the RIC Foreign Ministers in New Delhi on 11 December 2017, Swaraj said it had been resolved then to continue discussions and strengthen cooperation in the trilateral format.

Swaraj said Russia, India and China are countries that carry important voices in international politics and have the potential to significantly influence world events.

“Together we can play a constructive role in addressing pressing issues of common concern and challenges facing our world. I believe the Wuzhen Meeting of RIC will positively contribute to the ongoing global discussions on a host of issues.
