Mission Shakti: India is Now in the Elite Club of Space Super Powers

New Delhi, March 27, 2019: Today, India registered its name as the fourth country of the world that has anti-satellite system after the U.S., Russia and China to have the technology.

In a highly sensational address to the nation through Television, Prime Minister Narendra Modi on Wednesday announced that India had demonstrated anti-satellite missile capability by shooting down a live satellite, describing it as a rare achievement that puts the country in an exclusive club of space super powers.

Prime Minister Modi said that the DRDO-developed anti-satellite system A-SAT successfully destroyed a live satellite in the Low Earth Orbit. With this test, dubbed as Mission Shakti, India is only the fourth country after the U.S., Russia and China to have the technology.

 “In the journey of every nation there are moments that bring utmost pride and have a historic impact on generations to come. One such moment is today,” he said in an unprecedented broadcast to the nation on television, radio and social media.

This was the first step towards advancing India’s counter-space capabilities for which Indian space scientists have been working since decades.   

This three-minute mission called ‘Mission Shakti’ was accomplished by a team of scientists who shot down a live satellite using an anti-satellite weapon, a feat which has placed India in the space ‘super league’ along with the USA, Russia and China.

PM Modi said that, “An indigenously developed anti-satellite weapon was used to target a live satellite orbiting at an altitude of 300 kilometres in the Low Earth Orbit (LEO).”

PM Modi said, “India has registered its name today in the space superpower. It is an unparallel achievement.”

Prime Minister said an extremely difficult operation that needed high quality technical capability, all the goals and objectives have been achieved by the scientists.

Congratulating all DRDO scientists for achieving this unparallel feat, PM Modi termed Mission Shakti as a huge success. He said, today's Mission Shakti aimed at strengthening India's overall security.

The Prime Minister Shri Narendra Modi addressed the nation today.

In a series of tweets, the Prime Minister said “In the journey of every nation there are moments that bring utmost pride and have a historic impact on generations to come. One such moment is today. India has successfully tested the Anti-Satellite (ASAT) Missile. Congratulations to everyone on the success of Mission Shakti.

Mission Shakti was a highly complex one, conducted at extremely high speed with remarkable precision. It shows the remarkable dexterity of India’s outstanding scientists and the success of our space programme.

Mission Shakti is special for 2 reasons:

(1) India is only the 4th country to acquire such a specialised & modern capability.

(2) Entire effort is indigenous.

India stands tall as a space power! It will make India stronger, even more secure and will further peace and harmony.”

मेरे प्यारे देशवासियों,

आज, 27 मार्च्, कुछ ही समय पूर्व, भारत ने एक अभूतपूर्व सिद्धि हासिल की है।  भारत ने आज अपना नाम अंतरिक्षमहाशक्ति - स्पेस पावर - के रूप में दर्ज करा दिया है।

अब तक दुनिया के तीन देश -अमेरिका, रूस और चीन को यह उपलब्धि हासिल थी। अब भारत चौथा देश है, जिसनेआज यह सिद्धि प्राप्त की है। हर हिन्दुस्तानी के लिए इससे बड़े गर्व का पल नहीं हो सकता है।

कुछ ही समय पूर्व, हमारे वैज्ञानिकों ने अंतरिक्ष में, स्पेस में, तीन सौ किलोमीटर दूर, LEO - लॉ अर्थ ओरबिट - में एकलाइव सैटेलाइट को मार गिराया है।

LEO – लॉ अर्थ ओरबिट - में यह लाइव सैटेलाइट, जोकि एक पूर्व निर्धारित लक्ष्य था, उसे Anti-Satellite, (A-सैट)मिसाइल द्वारा मार गिराया गया है। सिर्फ तीन मिनट में, सफलतापूर्वक यह ऑपरेशन पूरा किया गया है।

मिशन शक्ति - यह अत्यंत कठिन ऑपरेशन था, जिसमें बहुत ही उच्चकोटि की तकनीकी क्षमता की आवश्यकता थी। वैज्ञानिकों द्वारा सभी निर्धारित लक्ष्य और उद्देश्य प्राप्त कर लिए गए हैं।

हम सभी भारतीयों के लिए यह गर्व की बात है कि यह पराक्रम भारत में ही विकसित Anti-Satellite (A-सैट) मिसाइलद्वारा सिद्ध किया गया है।

सर्वप्रथम मैं मिशन शक्ति से जुड़े सभी DRDO वैज्ञानिकों, अनुसंधान-कर्ताओं तथा अन्य संबंधित कर्मियों को बधाई देताहूं, जिन्होंने इस असाधारण सफलता को प्राप्त करने में योगदान दिया। आज फिर इन्होंने देश का मान बढ़ाया है, हमेंहमारे वैज्ञानिकों पर गर्व है।

अंतरिक्ष आज हमारे जीवन-शैली का एक महत्वपूर्ण हिस्सा बन गया है। आज हमारे पास पर्याप्त संख्या में उपग्रह उपलब्धहैं, जो अलग-अलग क्षेत्रों के विकास में अपना बहुमूल्य योगदान दे रहें हैं, जैसे कृषि, रक्षा, सुरक्षा, आपदा प्रबंधन, संचार,मौसम, नेवीगेशन, शिक्षा आदि।

हमारे उपग्रहों का लाभ सभी को मिल रहा है, चाहे वो किसान हों, मछुआरें हों, विद्यार्थी हों, सुरक्षा-बल हों। दूसरी ओरचाहे वो रेलवे हो, हवाई जहाज, पानी के जहाजों का परिचालन हो, इन सभी जगह उपग्रहों का उपयोग किया जा रहा है।

विश्व में स्पेस और सैटेलाइट का महत्व बढ़ते ही जाने वाला है। शायद जीवन इसके बिना अधूरा हो जाएगा। ऐसी स्थिति मेंइन सभी उपकरणों की सुरक्षा पुख्ता करना भी उतना ही महत्वपू्र्ण है।

आज की Anti-Satellite (A-सैट) मिसाइल भारत की सुरक्षा की दृष्टि से और भारत की विकास यात्रा की दृष्टि से देश कोएक नई मजबूती देगा। मैं आज विश्व समुदाय को भी आश्वस्त करना चाहता हूं कि हमने जो नई क्षमता प्राप्त की है यहकिसी के विरूद्ध नहीं है। यह तेज गति से आगे बढ़ रहे हिन्दुस्तान की रक्षात्मक पहल है।

भारत हमेशा से ही अंतरिक्ष में हथियारों की होड़ के विरुद्ध रहा है और इससे इस नीति में कोई बदलाव नहीं आया है।आज का यह परीक्षण किसी भी तरह के अंतर्राष्ट्रीय कानून अथवा संधि-समझौतों का उल्लंघन नहीं करता है । हमआधुनिक तकनीक का उपयोग देश के 130 करोड़ नागरिकों की सुरक्षा एवं उनके कल्याण के लिए करना चाहते हैं।

इस क्षेत्र में शांति और सुरक्षा का माहौल बनाने के लिए एक मजबूत भारत का होना आवश्यक है। हमारा सामरिक उद्देश्यशांति बनाये रखना है न कि युद्ध का माहौल बनाना।

प्यारे देशवासियों,

भारत ने अंतरिक्ष क्षेत्र में जो काम किया है, उसका मूल उद्देश्य भारत की सुरक्षा, भारत का आर्थिक विकास और भारतकी तकनीकी प्रगति है। आज का यह मिशन इन सपनों को सुरक्षित करने की ओर एक अहम कदम है, जो इन तीनोंस्तंभों की सुरक्षा के लिए आवश्यक था।

आज की सफलता को आने वाले समय में एक सुरक्षित राष्ट्र, समृद्ध राष्ट्र और शांतिप्रिय राष्ट्र की ओर बढ़ते कदम के रूपमें देखना चाहिए। यह महत्वपूर्ण है कि हम आगे बढ़ें और अपने आप को भविष्य की चुनौतियों के लिए तैयार करें।

हमें भविष्य की चुनौतियों का सामना करने तथा अपने लोगों के जीवन-स्तर में सकारात्मक बदलाव लाने के लिए आधुनिकतकनीक को अपनाना ही होगा। सभी भारतवासी भविष्य की चुनौतियों का सामना आत्म-विश्वास से करें और सुरक्षितमहसूस करें, यही हमारा लक्ष्य है।

मुझे अपने लोगों की कर्मठता, प्रतिबद्धता, समर्पण और योग्यता पर पूर्ण विश्वास है । हम निस्संदेह एकजुट होकर एकशक्तिशाली, खुशहाल और सुरक्षित भारत का निर्माण करें।

मैं ऐसे भारत की परिकल्पना करता हूं जो अपने समय से दो कदम आगे की सोच सके और चलने की हिम्मत भी जुटासके।

सभी देशवासियों को आज की इस महान उपलब्धि के लिए बहुत बहुत बधाई।

I. What was the test? 

1. On March 27,
2019 India conducted Mission Shakti, an anti-satellite missile test, from the Dr. A P J Abdul Kalam Island launch complex.This was a technological mission carried out by DRDO. The satellite used in the mission was one of India’s existing satellites operating in lower orbit. The test was fully successful and achieved all parameters as per plans. The test required an extremely high degree of precision and technical capability.

2. The significance of the test is that India has tested and successfully demonstrated its capability to interdict and intercept a satellite in outer space based on complete indigenous technology.

3. With this test, India joins an exclusive group of
space faring nations consisting of USA, Russia and China.

II. Which satellite was used?

The satellite used was an Indian satellite.

III. Which Missile/Interceptor was used?

The DRDO’s Ballistic Missile Defence interceptor was used, which is part of the ongoing ballistic missile
defence programme.

IV. There are other ways to demonstrate ASAT capabilities such as "fly-by tests” and Jamming. Why has India used the particular technology of Kinetic Kill?

This is a technology where we have developed
capability. Space technologies are constantly evolving. We have used the technology that is appropriate to achieve the objectives set out in this mission.

V. Does the test create space debris?

The test was done in the lower atmosphere to ensure that there is no space debris. Whatever debris that is generated will decay and fall back onto the earth within weeks.

VI. Why did we do the test?

1. India has a
long standing and rapidly growing space programme. It has expanded rapidly in the last five years. The Mangalyaan Mission to Mars was successfully launched. Thereafter, the government has sanctioned the Gaganyaan Mission which will take Indians to outer space.

2. India has undertaken 102 spacecraft missions consisting of communication satellites, earth observation satellites, experimental satellites, navigation satellites, apart from satellites meant for scientific research and exploration, academic studies and other small satellites. India’s space programme is a critical backbone of India’s security, economic and social infrastructure.

3. The test was done to verify that India has the capability to safeguard our space assets. It is the Government of India’s responsibility to defend the country’s interests in outer space.

VII. Why was the test done now?

The tests were done after we had acquired the required degree of confidence to ensure its success, and reflects the intention of the government to enhance India’s national security. India has seen an accelerated space development programme since 2014.

VIII. Is India entering into an arms race in outer space?

1. India has no intention of entering into an arms race in outer space. We have always maintained that space must be used only for peaceful purposes. We are against the weaponization of Outer Space and support international efforts to reinforce the safety and security of
space based assets.

2. India believes that Outer space is the common heritage of humankind and it is the responsibility of all space-faring nations to preserve and promote the benefits flowing from advances made in space technology and its applications for all.

3. India is a party to all the major international treaties relating to Outer Space. India already implements a number of Transparency and Confidence Building Measures(TCBMs) – including registering space objects with the UN register, prelaunch notifications, measures in harmony with the UN Space Mitigation Guidelines, participation in
Inter Agency Space Debris Coordination (IADC) activities with regard to space debris management, undertaking SOPA (Space Object Proximity Awareness and COLA (Collision Avoidance) Analysis and numerous international cooperation activities, including hosting the UN affiliated Centre for Space and Science Technology Education in Asia and Pacific. India has been participating in all sessions of the UN Committee on the Peaceful Uses of Outer Space. 

4. India supported UNGA resolution 69/32 on No First Placement of Weapons on Outer Space. We see the No First Placement of weapons in outer space as only an interim step and not a substitute for concluding substantive legal measures to ensure the prevention of an arms race in outer space, which should continue to be a priority for the international community.

5. India supports the substantive consideration of the issue of Prevention of an Arms Race in Outer Space (PAROS) in the Conference on Disarmament where it has been on the agenda since 1982.

IX. What is the international law on weapons in outer space?

1. The principal international Treaty on space is the 1967 Outer Space Treaty. India is a signatory to this
treaty, and ratified it in 1982. The Outer Space Treaty prohibits only weapons of mass destruction in outer space, not ordinary weapons.

2. India expects to play a role in the future in the drafting of international law on prevention of an arms race in outer space including inter alia on the prevention of the placement of weapons in outer space in its capacity as a major
space faring nation with proven space technology.

3. India is not in violation of any international law or Treaty to which it is a Party or any national obligation.

X. Is the test directed against any country?

1. The test is not directed against any country. India’s space capabilities do not threaten any country and nor are they directed against anyone.

2. At the same time, the government is committed to ensuring the country’s national security interests and is alert to threats from emerging technologies. The capability achieved through the Anti-Satellite missile test provides credible deterrence against threats to our growing space-based assets from
long range missiles, and proliferation in the types and numbers of missiles.

PM Modi’s announcement was followed by scores of congratulatory messages commending DRDO scientists and government’s efforts. The United States of America was the first country to demonstrate its ASAT capability which it did by testing it back in 1958. The USA was then followed by Russia which tested ASAT in 1964 and China which tested it in 2007. India is the fourth country in the world to test its anti-satellite weapon.

PM interacts with scientists involved with Mission Shakti, via video-conference

Shortly after his address to the nation today, Prime Minister spoke to scientists involved with the successful conduct of Mission Shakti, via video conference. 

The successful conduct of Mission Shakti today, has made India the fourth nation in the world, with the capability to successfully target satellites through an Anti-Satellite Missile. 

Congratulating them on their success, the Prime Minister said that the entire nation is proud of our scientists for achieving well, what they had set out to accomplish.  

He said that in line with the "Make in India" initiative, the scientists have given a message to the world that we are less than no one. 

The Prime Minister said that India follows the philosophy of Vasudhaiva Kutumbakam - the world is one family. He however, also emphasized, that the forces which work for peace and goodwill, must remain ever-powerful, for the achievement of peace. 

The Prime Minister asserted that for global peace and regional peace, India should be capable and strong. He said that the scientists have contributed to this effort with dedication. He also conveyed the greetings of the entire Union Cabinet to the scientists.  

The scientists thanked the PM for giving them this opportunity to prove their skills. 

Meanwhile, President Ram Nath Kovind has said that peace and security are critical to foster the well-being of humanity. He was addressing a community reception given by Indian community at Zagreb, capital of Croatia, last evening. He said that the world needs to take decisive action against those who harbour and support terrorists. The President said that India will take all measures to protect its people and provide for their welfare.

The President said that the Indian economy is today an important engine of global growth. It is the fastest growing major economy, with robust economic indicators.  He said that there is a new dynamism in the country. President Ram Nath Kovind will participate in the  India-Croatia Economic Forum meeting today. He will also deliver an address at the University of Zagreb. The President is on a 3 day visit to Croatia on the first leg of his tour to three countries Croatia, Bolivia and Chile.
